Abu Dhabi: 4 deals with OpenAI, zero amounts

Four signed deals, one "proud" CEO: the Abu Dhabi release has everything… except an amount. Not a dollar, not a model version. I sort out what is signed from what is not ^^

News. Press release from the Abu Dhabi Media Office dated 02/11/2026 (04:49 UTC, the world reference time; Paris time is 1 hour ahead in November), read on 02/11/2026 around 12:40 UTC (12:38-12:39 UTC).

In brief

  • Four agreements between Abu Dhabi-based entities (Abu Dhabi is an emirate of the United Arab Emirates, the UAE) and OpenAI, the artificial intelligence (AI) company behind ChatGPT, in "the government, energy and investment sectors".
  • Only one carries a duration: a "five-year agreement" between Inception42 (an AI company of the Abu Dhabi-based G42 group) and OpenAI.
  • The release gives no amount.

What is signed

The release speaks of "four agreements between Abu Dhabi-based entities and OpenAI, spanning the government, energy and investment sectors". Taking them one by one:

  • Energy. ADNOC (Abu Dhabi's national oil company), G42 (a local AI group, through its subsidiary Inception42) and OpenAI: an agreement making ADNOC "the first company in the energy sector to deploy OpenAI's frontier technology". It runs on GPT models (OpenAI's family of models), with "in-country inference infrastructure in the UAE", meaning the computing stays in the country.
  • Government. The Abu Dhabi Government and OpenAI launch what the text calls "the world's first AI-native Machine-Readable Government initiative". The idea: turn rules into a machine-readable format to help officials check compliance. Example: checking that a food import file meets every rule (permits, certificates). The programme is led by the Department of Government Enablement (DGE). Its first pilot is already "in production" (in real use, not just a test) with the Abu Dhabi Agriculture and Food Safety Authority (ADAFSA), on food imports, with computing on GPUs (the chips that run these calculations) in UAE data centres. Officials "retain oversight and accountability for final decisions".
  • Investment. Mubadala (an Abu Dhabi entity, signing for the investment strand), Inception42 and OpenAI: apply AI to "investment analysis, opportunity identification and risk assessment".
  • General framework. Inception42 and OpenAI sign a "five-year agreement" for AI adoption across government, enterprise and education.

Sam Altman, OpenAI's CEO, is quoted: "Abu Dhabi and the UAE are setting a bold, global standard for AI integration across both the public and private sectors to make sure the benefits of AI reach everyone."

What is not said

Inception42's post reuses the same text. What is missing:

  • Any amount: no investment, price or contract value.
  • The exact models: the text says "GPT models", with no version.
  • Volumes: users, requests, compute.
  • The detail of the four agreements: the text announces "four agreements", then describes three sector agreements and a "five-year agreement" introduced by "In addition". It does not number the four.
  • A timeline: only the general framework's "five-year" gives a duration. Nothing for the other three.
  • The weight of the words: "landmark" and "world's first" are the release's own terms, not independent checks.

Even the ADAFSA pilot, already in production, gives no figure on cases handled or time saved.

I could not read ADNOC's page (access refused to our robot), and I found no OpenAI announcement and no detail at Mubadala, G42 or WAM (the UAE's official news agency). So "signed" means: announced by the parties, nothing more.

Words to remember

  • Inference: the moment a trained model answers a request, for example when ChatGPT writes a reply. "In-country inference" means that computing happens in the country.
  • GPU: the chip, originally designed for video games, that runs these AI calculations.
  • Pilot: a first use limited to one area (here, food imports), before extending the programme to others.
  • ADNOC, Mubadala, G42, Inception42: respectively the national oil company (Abu Dhabi National Oil Company), an investment entity, an AI group, and its subsidiary, all based in Abu Dhabi.
